Basic treatise: If you buy a publisher's game used then you're not a customer of theirs so they don't really care if the "one time use" code thing pisses you off:

And boy did the responses start coming in:

You can play online with a second hand game because the developers have ensured that you're not cheating them - the console itself is the copy protection, you couldn't (easily) copy the games - so I had my Xbox 1 and PGR2 and I played it online! - how awesome is that? I can play a second hand game online, if I so desire.
The developer still gets their money because the used copy which I now possess is one less on the market - if billy smith wants a copy, he can't buy my used copy because I want to keep it, I can use it to the full extent and I am enjoying it as a product so as long as the game is good **<<<important point! the used market is small and therefore people have to go to the store and buy a new one.
Now I don't play online much at all and I rarely buy used but these developers are crying when a good game - even a single player one sells heaps (Uncharted 1 / 2)
They can do whatever they like to games so that the used copy is gimped, fine that's ok - I don't buy them much but I also don't buy their games at full price anymore,... ever - wait for them to drop to a sensible price (for me, 30$ US is a sensible price for a game, maybe 40$ US if it's exceptional)
