Basic treatise: If you buy a publisher's game used then you're not a customer of theirs so they don't really care if the "one time use" code thing pisses you off:

If you went to a car dealership and they had two cars next to each other. They look identical to you. One is about 10% cheaper then the other. The salesman explains that the cheaper one is used, but in a condition that is 100% identical to when it rolled off the production line and thus the car next to it. There is no difference between them now and there never will be.
So no matter which car you buy, you will get exactly the same thing down to every last detail (except the owners manual may have been thumbed through once, but really, who ever does that?).
Why would you ever buy the new one? Who the fuck cares about support the car manufacturer, you just want that car to drive around. Why not save a buck while doing so?
Now, this doesn't happen for cars, because used cars gets wear. But that's what the situation looks like for games, and it's a bit messed up.
