Say car companies felt like the used sales were hurting them. They decide to implement a system that means only the first owner gets an access code to... say... the air conditioning. When the car is sold the air conditioning no longer works and you have to pay... 500 bucks to the car company to get a new code.
I would be fine with this because I would expect the car to sell for 500 bucks less at the dealership, my total sum paid would be the same I just would pay it to two different sources. For me it makes no difference, I get my used car, I get the AC, I pay the dealer less and if I live on the north pole (as in, I don't care for AC) I even save 500 bucks!
