That said, I feel that's exactly the kind of stuff that stifles creativity in D&D (I haven't been in a game where a player worked with a DM to actually research a new spell in years, but people take new supplements from WotC as gospel) so I'm kind of glad that the social side of things is mostly lightweight. Room for improvement? Possibly, maybe even probably, but I don't think it fails entirely to give you the tools you need to have an interesting game there.
That said, I think D&D is flawed anyways (I prefer a point buy system rather than class-based, for example) for really compelling campaigns, but it has a flavor(tm) of its own that can be fun from time to time, and is nice as far as 'tactics' if you like tactical games.
