That's why we have everything from diceless to dice pools, from mechanics heavy to mechanics-lite.
It sounds like you want to abstract out a concrete thing (Change the king's opinion on x) to some weird combinations of things that don't actually act like even a simplification of real-world diplomacy or debate, though.
If the orcs are attacking town x, if the world has any redeeming depth to it, surely there' sa reason. They're innately evil, or need food/resources, are being forced to do so by forces pushing them down from the north, what have you. Presumably trying to convince them not to might have somehting to do with solving those issues (through combat or otherwise), not by dancing around them and teaching them ethics and morality in 5 minutes of debate and die rolls.
