No one wants one roll to kill their character. Combat is most likely where the actual *immediate* threat of death lies.
And as for the non-combat resolution, what - are you saying there should be more, tiered diplomacy rolls? Please, leave the mechanics (mostly) out of those situations and have ways to resolve tie-breakers or move things when they hit a dead end, but otherwise let people come up with IC ways to resolve things or apply modifiers to those rolls. The reason you don't want too many 'rules' in social situations is because anything that tells you how a character needs to act is basically mind control.
