If they don't, and only know when It's to have the legit customer (whose CD key is 'in use' by someone else) provide proof of ownership and their IP address and then check the auth server logs to see what other IP was using the key and ban that IP from the auth server.
Really there are many ways to solve this problem that would get rid of the pirates and protect the legit paying customers but that don't involve annoying/invasive systems like Steam.
