The AVR, TV and Ps5 work just fine and it will allow VRR.
The PC will not allow VRR despite showing as GYSNC Compatible in NVIDIA settings, not matter what I do, when going through the AVR.
So, I switched things around.
I ran the PC directly to the TV and of course, GYSNC works just fine and I I get sound from the TV, as I should.
However, when I then try to loop in the AVR using eArc to get sound, I get nothing. There is no AVR option under sound options.
PC-->TV using HDMI 1 on the TV
TV--> AVR using HDMI2 (eArch channel) to the Arc/eArch 8k main channel on the back of the AVR)
No sound/no AVR option.
Tried adding another hdmi cable from tv in HDMI3 to the back of the avr in case it need yet an additional cable but nothing.
It's driving me crazy and I absolutely hate this.
All the cables work fine.
All the HDMI ports that are capable are set to 8k Extended on the AVR.
I've tried reboot just the AVR to reestablish the handshake multiple times.
All firmware is updated.

Also, just try using one of the apps on the LG (YouTube, Netflix, etc) to test if eARC is working. Once that's done you can start messing with the pass-thru settings for the PC.
