"We know that everyone wants to play Plants vs. Zombies 2 as soon as possible. We want the same thing and we haven't forgotten about you," PopCap writes on their blog. "If you are an Android user and you don't live in China, the zombies will be coming for your brains later this fall, no matter where you are."

My guess would be that they have just drawn the line in the sand at F2P games with IAP. And/or they feel betrayed that PvZ2 is on phones before PC.
Yes it's true that there are things in this game which you can't earn and you have to buy with cash but you can definitely get completely to the end of it without paying a dime so WFC.-
No, it's that I downloaded it, played it, and it's bad.
