The developers will pay dearly for this though. Unlike XBox Live the developers run their own servers so Sony will most likely make them police their own shit. Microsoft runs all the stuff on XBox Live so they have incentive to police their shit since they charge developers for it.
I also bet that Sony put security as a big bulletin point when trying to get developers to sign on. Which companies bought lock, stock and barrel and programmed little to no security and had little to no checks in place for such cheating. (Turbo Fire in COD)
