The wheels are freely spinning. They have no power to them, they just respond to forces on them. They can be spinning at 8mph, or at 800mph, and it doesn't really affect the plane at all. The plane is pulling itself forward through the air, and the wheels just spin to keep up. If there is a conveyor belt going at 20mph in the opposite directions, the free spinning wheels just spin 20mph faster to keep up.
To dumb it down even further, think about a conveyor belt at the supermarket. Take a hot wheel car, with free spinning wheels. Hold it in place. You don't have to exert any significant force to do so. Now make it go forward at 5mph. You only need to move your hand at 5mph. You don't have to move your hand at 5mph + the speed of the conveyor belt. The wheels will be moving faster than 5mph, but that doesn't matter, it is still just as easy to move the car up to speed.
