Let's say the plane's take off speed is 100 mph, and at this point in time the wheels are spinning at 200 rpm. Let's say the conveyor belt is also going 100 mph. The wheels on the plane will be spinning at 400 rpm, but the plane will still move forward because the thrust of the engines is pushing on the air, not the conveyor belt to achieve forward motion.
