The thrust of the air is pushing the plane forward no mater what. It's how thrust works. It pushes against the air and because for every action there is an equal and opposite reaction, the plane is moving forward. The wheels on the plane will spin at whatever the normal ground speed for that thrust level is + the speed of the treadmill. But that won't impede the planes movement in any form or fashion.
