First, it allows the copy protection system to work with people with limited or standard accounts (i.e. not running as administrator). Several of the media calls that SecuROM, SafeDisc and Starforce used would fail if you were not running as an administrator. SafeDisc had this back in the Windows XP days.
Second, it splits the protection driver out of the application so that if there is a security hole found, it can be patched without having to patch all applications.
Finally, the driver stops the drive speed/functionality "step down" that affected Starforce.
The activation piece is optional, but encouraged.
