However, the plane does not derive its momentum from pushing against the surface of the runway. It derives it by pushing against the air, which is completely independant of the surface of the runway. That's the key.
The only way the conveyor runway would be able to cancel out the thrust generated by the jet engines would be if it could spin fast enough to create enough friction in the planes wheels. But the question only says it gets to go the same speed as the plane, in the opposite direction. There is no way that's going to be enough friction to cancel out the force from the jet engines.
