The question is:
Will the plane (747 passenger jet) take off or not?

the engines put a tremendous stress on the entire frame of the plane. as long as the plane is on the ground, the only way the plane moves forward is by the wheels turning. the conveyor moves in the contrary direction, the plane doesn't move.
granted, the conveyor has to be amazingly accurate (and even predict the added wheelspin from additional thrust) but I don't see how that plane is moving.
think of the same case but with a car. usually all the engine power is manifested at the wheels. engine turns, wheels turn, conveyor offsets this, car doesn't move. everyone agrees to this, right?
add a massive fan (or whatever form of thrust you want). as long as the conveyor belt is informed of the added thrust, it can account for it.
