The question is:
Will the plane (747 passenger jet) take off or not?

The red-herring here is the conveyer moving at the same speed in the opposite direction of the wheels -- this would simply increase the friction the aircraft tires/wheels experience but would have no effect whatsoever on the thrust provided by the jet engines (other than the increased friction on the wheels -- a relatively insignificant value against the thrust of the jet engines).
Contrast this with a car, for example, which would never go anywhere -- difference being the car's sole source of acceleration is due to the friction of the tires on the surface (and the aircraft's is due to jet propulsion)
