Nope, the wheels turn twice as fast. To try this out, take a toy truck, and turn it on its back. Now spin the wheels. Is the truck moving because you moved the surface under the wheel and thus spun the wheels? no. Just causing wheels to spin doesn't cause the plane to move, because they're not linked in any way to the plane.
Or, try the original problem, except replace those wheels with zero-friction ski-skids. The plane would still function the same in every way as it did with the wheels, except this time it's obvious what would happen to the plane.
