I don't think this is the best way to build it though because it's extremely resource intensive to build the dams. Currently the ocean depth is at 12 blocks.
I'm using gravel/sand to do it because you can just drop it from the surface and let gravity to bring it down to the ocean floor. Make sure that the first one you drop down is gravel so when you're draining for the tunnel you know that that's the bottom of your dam.
I'm using actual stone blocks for the bottom of my tunnel too and placing torches inside.
I'm going through coal, sand, and gravel at a prodigious rate.
