Uncleanmonkey is right on. Limited time, limited budget, you spend effort where your customers (those are developers, fyi) tell you to spend it. That's new features, performance on the fast path and making sure the solution scales backwards so that performance can be maintained on the min spec.
And I don't see anywhere in the article where NVIDIA claims that physX is only 2-4x performance gain when using a physx enabled GPU. The numbers I've seen put the number closer to 40-50x on really heavy scenes. Keep in mind that one of the key features of PhysX is that it scales the workload down by around 10x objects when running on the CPU versus the GPU.
