      It is when it's being developed at the same time as the PC version. That means they're actively developing for both platforms at the same time, which means they're making design decisions based around the limitations of consoles in order to make it work on both platforms. Once again ending up with the lowest common denominator; That isn't PC focused at all.
      
      If it was PC focused they would make it for the PC then port it to the consoles.
