Terrain.png is divided into a grid of textures, but they're just haphazardly thrown in there.
Some blocks have a top, front, side, and bottom; some have a top and side only, some have a side only. Some blocks share textures, some blocks are 2d items that are vertical, some blocks are 2d items that are flat. Some are animated, some are meant to be overlays (like damage).
If i were implementing something like this, I would make it such that you could calculate a position inside terrain.png to start looking for textures for a specific blockid. Right now, the only real way to deal with something like this is to make case-by-case table of all the textures for each block.
This weekend I'm going to make a definitive table by taking terrain.png and marking each texture with a number then placing each block down and looking at the resulting number locations.
