While you're at it, give the randomizer a kick in the ass and make it start spitting out hybrid weapons that do multiple elemental damages or something.

As a developer I understand wanting to choose the appropriate FOV and naturally we're all aware of the impact this has on the presentation of the game. On the consoles, where everybody has a more standardized setup, I don't see a problem with locking the FOV and I doubt anybody expects to see that option there.
However, as a player, in a PC shooter I expect to be able to adjust the FOV. Period. You have to remember the heritage of these players. Many of them have been playing since the Quake days where the default FOV was 90 and people often went beyond that, so they're used to the look & feel of it and expect to have the freedom to adjust it to their preference. Given this, and different monitor sizes and aspect ratios, etc, I don't think its unreasonable to expect the option to be there.
Yes, I understand that the art director is concerned about ensuring about maintaining his vision for how the game should look, but ultimately a game is made to be played, not looked at. I expect configurable controls in a PC game, even if the developer has a preference on how the controls should be configured - give me a default setup and let me change it to my preference, please. FOV is no different to me in a PC shooter.
Making it an adjustable option (even if it has to be tweaked externally via a config file or something) surely does not take that much extra effort, and it means that players can choose to change the setting if they don't share (or care about) the art director's vision for how the game should look.
Sure, the PC market is dwindling, but they're still paying money for your game and I believe you should try to accommodate their preferences if you can. It does sound like you are doing that, so thank you! Just wanted to raise a few points here for additional consideration.
