In all seriousness, it is obvious that a front facing camera will be in 2nd gen, but in my opinion it is not going to be as impressive. I just can't see it being comfortable for video conferencing, but I guess it wouldn't be bad in a pinch. The thing that makes the iPhone 4 good is the fact that you can easily hold it and direction/angle it however you want. That to me is more important than a larger display when video conferencing.
Still, no doubt the next iPad will have it and people will want it. I will probably skip it though if that is the only big thing it has to offer. I think more people would be impressed if they made the next iPad thinner and weigh less, a video chat feature wouldn't really grab people as much, especially after the iPhone 4.
