They can get away with a lower clock speed since the iPhone resolution, jacked up as it is, is still lower than that of the iPad. Either way, I can't imagine that they'd go a full 1ghz with the CPU in order to get the battery life numbers that they are advertising. The iPad can manage running the CPU at that speed simply because it is larger, which allows for better thermal dissipation, and a battery that is larger than the iPhone itself.
