Not for nothing, but apparently it didn't need to happen. It's kindof amusing that every game developer feels the need to reinvent TCP on top of UDP again and again, but with fewer features and typically worse performance than if they'd just used TCP. (Did you know that the TCP network stack got a ton of attention during Vista and Win7?)
Sure, an optimally badly tuned network stack can result in some seriously bad performance in TCP. But I suspect Bliz isn't planning on supporting windows 95, so we should be alright.
