The "gaining less minerals" statement is based on one of two things -- the income generated per worker decreases after 16 (your total income increases because you have more workers), or your total income over time past a certain number of workers workers is less because each additional worker is not paying for itself (as in, generating at least 50 minerals) during that period of time. The later point largely depends on what you plan on doing with the workers -- if you're going for a 1-base push to win it, then 20-22 workers on minerals is probably "optimal." You probably shouldn't be planning explicitly for that, though, since it puts you in a worse position if that attack fails.
