Some weapons have no special ability and just offer STR/MAG. I think each character has a balanced one, one that favors STR and one that favors MAG. On picking them up, without having upgraded anything, the STR favoring ones will be the obvious ones to equip on say Lightning, Snow and Fang, while the MAG-favoring ones work well on Hope, Vanille and Sazh.
That said, their other weapons often have some kind of special ability. One of Lightning's weapons, for instance, offers a much higher amount of STR/MAG, but also has a property that makes the ATB charge slower.
Also, each weapon (save the tier 3 ones) has a category, and when you equip a weapon and accessory (or more than one) with the same category (these are hidden though, so it takes experimentation), you get a bonus ability.
The first one you'll likely notice is with say Lightning and a STR-favoring weapon, where if you also equip the accessory that boosts STR, a new ability shows up called "Physical Wall: 5". This ability reduces physical damage you take. If you were to keep the same equipment setup and then add another accessory of the same category (even another of the same item), you'd see the ability become "Physical Wall: 10", reducing physical damage even further.
So, there's a lot of strategy in terms of which weapons you use. Later weapons, instead of being more powerful, tend to have more complex abilities that require more thought to take advantage of. Like Lightning's slower weapon, which can be gotten around by equipping several items that fall into the same speed-boosting category, which will make you ATB charge faster.
As for focusing on upgrading one weapon, I would say it's largely a non-issue until the endgame. You can beat the game (playing well) with everyone still using tier 1 weapons, so you don't need to worry too much about which to improve.
If anything, I would focus on improving the accessories you like (especially the HP/STR/MAG ones), as you can bump each one up to the next level accessory pretty easily compared to weapons, which have 26 levels in tier 1 and then something like 60 in tier 2.
