Unlocking, on the other hand, deals (almost?) entirely at the network-level SIM stuff and doesn't really care about jailbreaking other than that it's a prequisite (I think?). All it does is tell your cell phone "Hey you're unlocked now don't check for SIM locks" so you can use any SIM card on any carrier. This is all it's for.
If you're on an AT&T plan that's under contract like a normal person, there's no reason to unlock the phone. It's only for people who want to use the iPhone on, say, T-Mobile. Or a Pay-As-You-Go. Or something.
