The wording says "unreleased," not "unapproved," although I imagine unapproved is what Apple care about. They probably don't want people releasing source code which does things which they don't approve of (e.g. exploits flaws which other developers may copy, or provides features to users which Apple don't want 3rd parties to provide because of their agreements with networks and/or desire to protect their first-party software from competition).
