As far as I know, every PAL TV will do PAL-50 since that's what PAL is supposed to be (50hz), so you only really have to worry about that resolution. PAL-60, on the other hand, you get for free anyway since it's the same as NTSC as far as computer software is concerned (same resolution & refresh rate as NTSC, unless I'm very mistaken).
Almost all TVs these days support PAL-60 so if PAL-50 is too much effort then you can always release games which require 60hz and are basically exactly the same as the NTSC games (apart from translation). In fact, plenty of games these days *do* require PAL-60, including some of the bigger releases from Nintendo and Microsoft, so 50hz support doesn't seem to be something you have to put yourselves through if it really is that much of a pain.
