Perl is a horrible language with a fucked up syntax that evolved wtihout enough thought going into making it consistent and sensible.
Writing Perl is kind of fun, in that it's a bit like a puzzle, but IMO it shouldn't actually be used for anything.
I'd vote for C# or Java as good starting languages. I'm not a huge fan of Java but I think it's a fine place to start. If someone has Visual Studio then go with C#, otherwise go with Eclipse and Java, would be my advise.
