You should not need to do ANY lighting calculation at all!
The save format has all the lighting calculated already. Sky light is stored separately from block light.
Just ignore the sky light - read each block's block light and you are done! The light values are packed into a nibble (1/2 a byte) for each location, is the same format as the block data is.
Technically, each face of a block it lit at the level of the neighbor's light level, but that is much less work that calculating the lighting yourself. You just need to read the light levels from the block light table and use them.
