Here's a use case:
Lets say I want to play with a friend. We both make new characters and start playing. I'm serving because I have a awesome computer and connection. He's on a shitty DSL or something with a computer barely able to play.
We play for a while and my friend decides to quit for the time. I keep playing and do a few more quests and eventually call it a day.
Next time we try to play, either my friend has to be the server, which is not going to work because of his computer+connection, or he has to go play single player until he get to the same point as me.
This problem has been solved many times over by other games. Looks at any MMO or even Diablo for the proper way of implementing co-op questing in a game like this.
