Ever since CoD:MW2 was released on PC last week it's all I can think of and it just so happens that my girlfriend left for Thailand for two weeks a day before it was released, talk about perfect fucking timing. Now my mouse hand hurts.
So lets list our favorite builds!

Workhorse (My "For Straight Body Count" Class)
M16 /w Holo
Some Machine pistol or Some shotty
Tactical Insertion
Stun Grenades
Slight of Hand (Great for ADS boost)
Stopping Power (This is more or less essential on all classes)
Steady Aim (Also really important)
This is my favorite class for strictly producing kills; I can regularly get 12+ kill streaks via gun deaths with this loadout. This is a straight forward and by the books COD4 class but it is great for virtually all modes, just dependant on map and conditions of the match. Requires the user to be accurate, but if you are, you can 1 burst everyone. Great for holding points and defending, if I need to cap points I use the SpeedBalling class below.
Close Encouters (My CQC Class)
Scar /w HB Sensor + Extended Mags
Some Machine pistol or Some shotty
Symtex Nade
Stun Grenades
Bling
Stopping Power
Steady Aim
IMHO, the Scar is one of the best guns in the game. Great damage and accuracy with slower ROF....but thats where it actually helps in most situations. Only downside is the short clips....thats why you need extended mags. This class is exceptional at tight maps, S&D, domination (on tighter maps).
SpeedBaller (My CTF or Sabotage Class)
Ump /w Rapid Fire
Some Machine pistol or Some shotty
Tactical Insertion
Stun Grenades
Marathon
Light Weight
Commando (Falling damage bonus is a must)
This class is a simple but effective speedballer class. You just huff it quickly, get near the flag, drop your flare, go in and run it back. Rinse and repeat. I can get 7k + points a round with this class in a CTF game. (Also Commando Pro is amazing on certain levels with elevation like bailing off a 4 story building to cap a flag on Favela etc)
These are some of my basic classes, I throw in variations for all sorts of conditions but these are solid load outs. As for perks, I generally believe Stopping Power is a must. Cold blooded is good but in the end you need all the help you can get with putting people down to constantly stay at the top of the leaderboards. Scrambler is another neat perk, but its starting to become less effective as people start to clue in and go into defensive mode once their map is scrambled. If your playing hardcore SD there is some merit to stealthing up a class with ninja, silencer, etc, but for non HC I think offensive perks help more.
