If the game was designed with 1280x720 resolution textures, the xbox/TV will have to try to fill in the blanks some how when running on a 1920x1080 screen, this is done either by shrinking the amount of available screen space (ie black bars), but being true to the source image. "Stretching" which replicates the image sent to each diode at 2.5:1, and makes it blocky. Or using color algorithms, which makes a best guess as to what should be displayed based on the image received, this solution, while not perfect, is usually the best available image right now, but if done on the TV (as mentioned earlier) can introduce lag.
