I've read that the main reason more games don't do the whole "enter in a CD key" bit is because the developers don't hand over the keys. So all Epic needs to do, in theory, is say "ok, here's all the keys we have in retail boxes, if anyone types one of these in then hook them up with UT3 on Steam"
Now, there may be some other logistical/financial kinks to it like maybe Valve charges for this service and so that's why they won't do it - fair enough - but it's just sort of another annoying twist to a game which has had so many little screwups.
