Volition's pre-order bonus expands upon the game's over-the-top tone. The 'Merica gun is a combination of flamethrower, dubstep gun and rocket launcher, and the Screaming Eagle, beside launching talon missiles, gets a sonic screech to stun enemies. No sign of monkeys, however.

As is typical for many games nowadays, the special edition will be a free upgrade for pre-orders. The game comes out on August 20 for PC, Xbox 360, and PlayStation 3.

"The special edition will be a free upgrade for pre-orders, but will cost $59.99 on console and $49.99 on PC after launch. The game comes out on August 20 for PC, Xbox 360 and PlayStation 3."

The special edition is a $50 upgrade and only contains 3 items if you get it after launch? Am I missing something?

.. You get the stuff for free if you preorder. If you buy it after launch, you will have to buy it in a special edition that costs $50. Assumedly there will be a $5-10ish upgrade pack too at some point to add them to a regular addition of the game.
