        I'm sure there's good ideas, but "development" season is more than that. It effects production quality since you can't line up production assets without enough notice, and it effects new shows. There will probably be very few new scripted shows next year, and a reasonable number of current scripted shows probably won't successfully reboot after this long shutdown.
        
        So that leaves a bunch of reality shows, repeats, and cheap last-minute productions to fill the gap. And that's bad TV.
