Blizzard Plans Region Edits for Diablo 3
by Nick Breckon, Aug 25, 2009 4:00pm PDTAnyone that's seen Diablo III footage knows that Blizzard's putting a little blood in the action-RPG sequel. All of that viscera will likely lead Blizzard to edit the game for certain international regions, according to lead designer Jay Wilson.
"Definitely for regions like Germany and Australia, we will have to change blood if we're going to sell there," said Wilson to Wired. "And that's fine. Those are the standards for those regions, and we don't really have a problem with catering to what they need and what they want."
Blizzard has been willing to cater its games to meet the guidelines for more conservative international regions. During the transition of World of Warcraft to new Chinese operator NetEase, the game saw numerous edits following a mandate by the Chinese government.
"With our relationship with NetEase, we recently got new information about what China really wants, and it's a lengthy list," added Wilson of bringing Diablo III to the country. "It's really hard for us to cater to. We'll try. There's no reason we wouldn't want to go there, but there is a certain point where we'd have to redo so much of the game that it's not viable anymore."

It doesnt make sense to me to use an IP address check because it would require re-downloading the game if you moved country.
All the games or nearly all of them, get content cut in some countries, because, it's that or not having the game at all, because of certain governments.
