It's just splinter cell splinter cell splinter cell OH LOOK A PINUP TART WITH PINK GLASSES splinter cell splinter cell sci fi splinter cell with retarded armored commando dudes OH HEY A CRAZY GENERAL DUDE WEARING A CAPE splinter cell splinter cell splinter cell... these special "character" characters really share little if anything with the world they inhabit, visually speaking.
Just to be clear, it's not the wild wacky characters that are the problem, they're cool and fun. Instead it's everything else. I think every unique NPC would deserve a redesign which would make them more interesting than just being guys in suits, and I think some of these nightvision goggle and riot armour wearing dudes should really be reconsidered too, they're so boring and uninteresting and look so much like something belonging in a shitty sci fi FPS rather than the smooth cool just-off-real world they're trying to create.
How a game looks is so important for a major action type release for consoles, I wish Obsidian the best of luck and would hate to see people dismiss their game because it's a little less than perfect graphically.

The aiming looks a little like ME but it seems to work a little better which is good
Seem like they'll be fixing that in ME2 from the walkthrough they released at GDC
