Even the hardocp article says it.
Everything else though is a rather small improvement and some aren’t even noticeable. It seems rather odd that performance drops so much just for these mundane improvements, it doesn’t seem worth it.
some of those improvements are pretty damn badass though...I wouldn't call them mundane.

We were genuinely shocked to see how poor performance was when we ran The Lord of the Rings Online in DirectX 10 mode. We saw a 55% to 66% framerate decrease across the board. That simple fact would not have been so bad if it had not rendered our configurations unplayable. But it did. We had to lower our highest playable settings significantly when we switched from DirectX 9 to DirectX 10. On the other hand, we DID notice definite and persistent improvements in image quality with LOTRO's DX10 code in a couple of areas. Of course, such image quality improvements were mostly overshadowed by the performance problems which we encountered. In other words, the IQ improvements failed to manifest a gameplay improvement due to the performance penalty.
Doesn't sound like it's worth it.
