the key to keeping the ai meek is to have a strong military, even if you don't plan to use it. It's historically correct as well. If an empire doesn't have the power to fight back it will be destroyed.

Does this patch make the game not suck by having the computer attempt to cross your terriroty to colonize one square and fuck everything up for you? Do they leave when you tell them to?
