Paradox Interactive is warning Cities: Skylines players to expect significant Snowfall on February 18 and will retail for $12.99.

The Snowfall expansion allows players to experience a flurry of new weather-related features, such as a new in-game temperature system, new services that will help in keeping the roads clear when snow falls, new winter parks and landmarks, a new tram system, and more.

These features will arrive alongside a free update for all players on February 18.

Here's everything Paradox previously said would be included in Snowfall:

  • Rain and fog for existing maps, plus a new “Winter” map theme with snow and all of its challenges
  • Expanded public transportation options, including easier management of existing lines – and Trams, a new system demanded by fans
  • Cold weather increases demands for electricity, unless new water-based heat systems are in place
  • Build a snowplow depot to keep traffic flowing during winter weather, and employ new road maintenance systems to keep your streets in shape
  • New Chirps: #yeahthereare

Does that mean it's going to be a free update that includes snow or that snow is going to be DLC and there will be an update that ships at the same time?

Sorry about the confusion. I updated the story.

Snowfall will cost $12.99 when it releases. Paradox has yet to reveal what kind of content will be made available for free when it's released.

Damn. $13 for some snow that will just make traffic worse. Think I'll skip that.

from the blurb on their website seems they are adding seasons?? Also winter services such as Snow Plows. Would kinda be cool to build a Ski Town.

This add on is a lot more than just snow.

Snow, rain, snow plows/city services to deal with weather, everything will affect the simulation.

They are also adding Trams and I think several other transportation options.
