the US Government asked a dozen large ISPs to host their 'carnivore' machines a
while back and now they are
defending them. The boxes basically monitor net activity and spy on unknowing users.
You gotta love this quote:

On top of that, NSI (the people until recently who handled all domain name registrations) Appears to be holding on to domains as they expire and keeping other people from picking them up according to a few reports around the web.
