GOTY should mean excellence on every level.
That would have to be RE4.

I really think it got left out in the cold because I personally still have a blast playing it when I'm not on the 360.

Worse though is the horrible buggy shoddy 3rd rate garage feeling of the whole thing. It just feels like such a substandard rush job. It takes them months to fix issues that should have been squashed before release.
I really wanted to like this game, even joined a goo dan that had a lot of scrims. The bad was just too much. I will never buy anything with DICE in the name ever again.
F.E.A.R. was a far, far superior game in every way. As is Call of Duty 2 for multiplayer.

I think GOTY should have been God of War, maybe RE4. BF2 is great, but not polished enough of an experience to be a GOTY.
From what I have heard, all game sales are down big time this season for all platforms. In double digit percentages.
Along with the rising costs of making games, I think the big companies are going to have to start re-evaluating how they develop games.

Perhaps next year they should implement an electoral college system rather than popular vote?
