Go the Extra menu, select Input Codes, and enter the following:

Unlock Isara

Copy a Valkyria Chronicles 1 save file from a PS3 to your PSP and load the save from the Extras menu.
Unlock Alicia Gunther

Complete the game once.
Unlock Brigette "Rosie" Starks

Have the Shocktrooper class reach level 50.
Unlock Largo Potter

Have the Lancer class reach level 50.
Unlock Welkin

Have all classes reach level 50
Unlock Zaka

Have the Armored Tech class reach level 50
