  You must be playing arcade mode on the default settings and you have to do the following: 1. Don't lose a round. 2. Perform five Super or Ultra Combo finishes. 3. Get two perfect rounds. 4. Get 10 first-hits, meaning you are the first to land a strike in the round. If you've done these things, Gouken will show up after the fight with Seth.
