Using cheat mode

Press and hold R and push Start, Select, L, Select, Start in the main menu. You will hear the words OH JOY if you have entered the code correctly. All hidden characters, tracks, cups, and difficultys will be unlocked.
Unlock Plankton

By winning Cup 3 under medium difficulty.
How to get bonus tracks

By winning Cup 1 under easy difficulty in cups mode to unlock the Race Madness, Bikini Bottom Blowout, Safari Speedway, and Bever Fever tracks in cups mode. Win Cup 1 under hard difficulty to unlock the same tracks in time trial mode.
Hard difficulty setting

Finish the game under normal difficulty setting.
Time trial levels

Finish a level in story mode to unlock it in time trial mode.
