I love how they say that they're "leading with PC" but their actions say otherwise. The fact that they're devoting resources to a single-player campaign with co-op is proof that they care enough about the console crowd - they would never dream of releasing a multiplayer-only, $60 boxed product on 360 and PS3.
Also, the lack of attention on mod tools, while understandable, further underscores that their eye remains on the console crowd. You can't use mods on the consoles, so they're not going to throw resources at something that will provide a smaller return.
